Kuwait Imposes One-Year Ban on Exporting Used Cooking Oil Waste to Boost Biofuel Production
In a strategic move toward enhancing the value derived from biofuel production and promoting sustainable practices, the Minister of Trade and Industry, in collaboration with the Minister of State for Youth Affairs, has issued Ministerial Resolution No. (172) of 2023. The resolution imposes a one-year ban on the export of used cooking oil or its waste from the State of Kuwait.
Under the new resolution, the export of used cooking oil or its waste is permitted only to individuals or entities holding licenses from the Ministry of Commerce and Industry, the Environment Public Authority, and the Public Authority for Industry. Additionally, those engaged in this activity must operate from a designated and licensed facility approved by the relevant authorities.
An important aspect of the resolution is the mandatory requirement for all transactions related to the sale of used cooking oil or its waste to be conducted through electronic payment methods. This measure aims to enhance transparency and streamline financial transactions within the industry, aligning with modern digital practices.
The explanatory memorandum accompanying the resolution emphasizes that the ban is a strategic move to maximize the value of resources within Kuwait. By converting used cooking oil waste into biofuel, the country aims to create self-sufficient products, diversify income sources, and integrate modern technology. Funding for this transformative project is expected to be secured from the National Fund for Small Enterprises.
