The UAE has urged nations to uphold a historic commitment made last year to move away from fossil fuels amid escalating tensions at the COP29 climate negotiations in Azerbaijan. The statement demonstrates the oil-rich country’s strong position, as it hosted COP28 and secured a resolution that tackled fossil fuel emissions specifically for the first time in three decades of climate negotiations.

UAE Consensus: A Key Climate Milestone
The resolution, enshrined in a document known as the “UAE Consensus,” emerged as a unanimous agreement during COP28.

The neighboring ally Saudi Arabia, which has tried to weaken the fossil fuel phaseout pledge at COP29 by dragging it into less important conversations under climate finance, is perceived as directly challenging this position.

The Resistance of Saudi Arabia
Saudi Arabia’s negotiators have made a concerted effort to keep the phaseout of fossil fuels out of important talks and documents, protesting against any clauses that target particular industries. Climate activists and experts have criticized this opposition. “I am so sick of Saudi Arabia’s opposition to a transition away from fossil fuels,” said Catherine McKenna, a former Canadian climate minister, in a social media post.
