The president of the United Arab Emirates’ diplomatic adviser, Anwar Gargash, stressed that any reconstruction initiatives in Gaza must be connected to a workable political framework, particularly a two-state solution for Israel and the Palestinians. He emphasized the need for long-term political stability in his remarks at the Investopia 2025 conference in Abu Dhabi in order to secure significant investment in the reconstruction of the war-torn area.

“Gaza requires a large-scale reconstruction initiative, but such a plan cannot be effectively implemented without a clear roadmap toward a two-state solution,” Gargash stated. He stressed that political stability is a fundamental prerequisite for attracting major investments needed for reconstruction.

The conversation takes place as Arab nations debate a post-war strategy for Gaza in an effort to thwart competing ideas, such as a contentious suggestion from former US President Donald Trump. Because of worries about the relocation of Palestinians, regional officials have mostly rejected his proposed plan, which called for redeveloping Gaza under U.S. control.

According to people familiar with the ongoing talks, a proposal driven mostly by Egypt is instead being considered, which could get up to $20 billion in funding from regional sources over a three-year period. The project intends to give Gaza long-term financial assistance while making sure that the rehabilitation process complements larger regional peace initiatives.
