Second ministerial meeting concludes in Tokyo with landmark LNG deal, clean energy cooperation, and expanded economic ties

UAE and Japan Strengthen Strategic Partnership with New Energy and Innovation Agreements
Tokyo, April 16, 2025 –
The second ministerial meeting under the Comprehensive Strategic Partnership framework between the United Arab Emirates (UAE) and Japan concluded this week, strengthening their long-standing partnership. Under the direction of UAE Minister of Industry and Advanced Technology and Special Envoy to Japan Dr. Sultan Ahmed Al Jaber, the UAE group traveled to Japan for four days from April 13 to 16 with the goal of strengthening trade, innovation, and energy cooperation.
One of the key milestones of the visit was a 15-year Sales and Purchase Agreement (SPA) signed between the Abu Dhabi National Oil Company (ADNOC) and Japan’s Mitsui & Co., which will see ADNOC supply up to 0.6 million tonnes per annum of Liquefied Natural Gas (LNG) from its lower-carbon Ruwais project. This agreement highlights ADNOC’s dedication to providing dependable, sustainable energy solutions while also bolstering energy trade between the two countries.
Japan’s Ministry of Economy, Trade, and Industry praised the import of certified low-carbon ammonia made by Fertiglobe and provided by ADNOC, further strengthening energy cooperation. This ammonia will power Japan’s first completely ammonia-fueled turbine, establishing a global standard for clean electricity generation through the use of state-of-the-art carbon capture and storage technology.
Dr. Al Jaber also held strategic meetings with high-ranking Japanese officials and business leaders, including the Minister of Foreign Affairs, Takeshi Iwaya. The discussions focused on ongoing collaborative efforts, assessing sectoral developments, and fostering greater collaboration across advanced technology, trade, and investment sectors.
The ministerial meeting, co-chaired by Dr. Al Jaber and his Japanese counterparts, featured reports from working groups detailing progress in key areas such as finance, energy, and industry. Future plans to further advance the two countries’ objectives of environmental sustainability and economic diversification were also discussed.
High-level negotiations also focused on Japan’s corporate sector. To discuss new opportunities for innovation and investment between the business sectors of the two nations, Dr. Al Jaber met with senior executives from Mitsubishi, Mitsui, Infex, JERA, and the Japan Bank for International Cooperation (JBIC).
The visit marked a significant step forward in the UAE-Japan partnership, reinforcing shared ambitions in energy transition, green technology, and diversified economic growth.
