Maktoum bin Mohammed Approves Dubai Courts’ Strategic Plan 2025-2029
Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, Minister of Finance, and Chairman of the Dubai Judicial Council, has approved the 2025-2029 strategic plan for Dubai Courts. The strategy reflects Dubai’s ambition to create a globally recognised, efficient and advanced judicial system.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, seeks to position the emirate as a global leader in judicial excellence, and the recently approved plan supports this goal. Sheikh Maktoum emphasized that the strategy places a strong focus on innovation, accelerated case processes and the integration of cutting-edge technology to enhance the efficiency of the legal system.
The plan prioritizes four key goals: adopting a state-of-the-art digital court system, future-ready institutional capabilities, integrated judicial services and pioneering judicial efficiency.
. These elements are designed to provide clear, effective, and flexible legal frameworks, expedite conflict settlement, and maximize case management.
Sheikh Maktoum praised the efforts of the Dubai Courts team in formulating this strategic roadmap, highlighting the significance of continuous improvement in legal services. He emphasized the importance of incorporating artificial intelligence and cutting-edge digital technologies to improve judicial efficiency and position Dubai as a global leader in legal innovation.
The strategy includes three key impact metrics, 27 strategic performance indicators and 42 key actions. It aims to enhance Dubai’s position as a leading hub for legal excellence by safeguarding judicial independence, integrity and trust.
Professor Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, stressed that the judiciary must be flexible and progressive in light of the rapid changes taking place around the world. He reiterated Dubai Courts’ commitment to integrating AI-driven solutions and smart technology in line with international judicial developments, in order to improve service quality and access to justice.
With this forward-looking approach, Dubai Courts hopes to create a smooth, technologically advanced court system that prioritizes efficiency, accessibility and justice. The project demonstrates Dubai’s goal to drive future judicial innovation and provide an equitable and open legal system that is in line with the changing demands of society.
