Lessons from Qatar’s Death Row Incident
A pardon from the Emir is possible, depending on further diplomatic efforts

The commutation of the death sentences of eight former personnel of the Indian Navy in Qatar marks a pivotal moment in a saga that commenced in August 2022, following the men’s detainment on charges of espionage. The recent rulings by an appeals court, assigning varying jail terms ranging from three to 25 years, provide a glimmer of hope. The Indian government, engaged in discreet negotiations with Qatar, has approached the matter cautiously, refraining from public promises and revealing limited information about the charges. Despite concerns that the government’s actions were insufficient, the families maintained a dignified silence, utilizing social media to sustain pressure and keep the issue in the public eye.
The government’s first tangible support came with its decision to appoint a lawyer and cover the legal expenses, with this commitment set to persist. The families intend to appeal the jail sentences in Qatar’s highest court, the Court of Cassation. However, the prospect of the men serving their sentences in India under a 2014 transfer of prisoners agreement seems uncertain, as Qatar has not ratified it. The possibility of a pardon from the Emir exists, contingent on the government’s willingness to invest more diplomatic capital in the case.
Irrespective of the outcome, the case carries broader implications, evident in the secrecy surrounding the charges and trial court details. Official statements from both Qatar and India are notably scarce, with Delhi consistently labeling the matter as “sensitive.” Beyond the immediate concerns, the Indian government must recognize the potential reputational costs associated with this complex situation.
Retired Indian defence personnel, often pursuing second careers, can find employment in foreign governments, particularly in nations with robust defence ties to India. Any perception of suspicion regarding loyalty and integrity could adversely impact the international image of the Indian defence forces and bilateral relations. The Qatar case serves as a wake-up call for the government to establish clear protocols for the re-employment of defence personnel, ensuring their continued positive contribution to India’s global standing.
