As part of a phased approach, the plan initially allows for a 4:1 ratio, meaning that Indian carriers could fly four additional flights or increase their seating capacity for every additional flight or increased seat capacity allotted to UAE carriers. This ratio may eventually move to 3:1, 2:1, then 1:1, which would be parity.
