Take, for example, the United Arab Emirates (UAE). This nation, with its arid climate, receives an annual average rainfall of less than 200 millimeters. During the scorching summer months, temperatures in the UAE can soar to a blistering 50 degrees Celsius (122° Fahrenheit). With a staggering 80% of the country’s terrain covered by desert landscapes, the challenge of water scarcity becomes even more pronounced. Such extreme heat exacerbates existing water scarcity issues, placing severe limitations on agricultural productivity and water resources management.

The severity of the water scarcity problem is not unique to the UAE alone. The United Nations has projected that by 2025, a staggering 1.8 billion people worldwide will face absolute water scarcity. Within this grim scenario, the Middle East emerges as one of the most water-stressed regions globally, with approximately 83% of its population facing significant water stress.

Given the centrality of water scarcity to the challenges facing the region, the UAE has embarked on a program aimed at addressing this critical issue.

Introduction of Cloud Seeding:

In the 1990s, recognizing the urgent need for innovative solutions, the UAE introduced cloud seeding—a revolutionary rain enhancement technique designed to augment precipitation in arid regions such as theirs.

By the early 2000s, Sheikh Mansour Bin Zayed Al Nahyan, Vice President of the UAE, demonstrated the nation’s commitment to tackling this issue by allocating substantial resources—up to $20 million—for research into cloud seeding. Collaborating with esteemed institutions like the National Center for Atmospheric Research in Colorado and NASA, the UAE laid the groundwork for its ambitious cloud seeding program.

The cornerstone of this endeavor is the establishment of the National Center of Meteorology (NCM) in Abu Dhabi. This state-of-the-art facility serves as the nerve center for cloud seeding operations in the country, conducting over 1,000 hours of cloud seeding annually to bolster rainfall.

The NCM operates a sophisticated network of weather radars and more than 60 weather stations strategically positioned across the UAE. This infrastructure enables meticulous monitoring of atmospheric conditions, ensuring optimal decision-making in seeding operations.

Upon identifying suitable cloud formations, skilled pilots are deployed, tasked with navigating specialized aircraft equipped with hygroscopic flares mounted on their wings.

These flares, each containing approximately 1 kilogram of salt material components, are meticulously calibrated to burn and disperse into the targeted clouds over a span of up to three minutes. Upon deployment, the seeding agent triggers a process whereby the cloud’s droplets coalesce, exceeding its capacity to retain them, thus precipitating rainfall.

Despite the revolutionary nature of cloud seeding technology, it has not been immune to skepticism and criticism. Detractors have raised concerns about the potential environmental and public health ramifications of meddling with natural weather patterns, often accusing governments of “playing God.”

Addressing these concerns, General Director Abdulla Al Mandous of the NCM sought to allay fears during a visit, emphasizing the scientific rigor underpinning the technology’s deployment.

Al Mandous reassured that the UAE’s cloud seeding program refrains from using silver iodide, a commonly employed seeding agent criticized for its purported environmental hazards. Despite these criticisms, some studies have failed to produce substantial evidence of toxicity at prevailing usage levels.

Emphasizing the commitment to environmental stewardship, the NCM asserts that its operations eschew the use of harmful chemicals. Instead, the organization relies on natural salts as seeding agents, a testament to their dedication to minimizing adverse ecological impacts.

In a bold leap forward, the NCM has embarked on trials of a new seeding agent known as nano material—a finely crafted salt coated with titanium oxide. Anticipated to be three times more effective than the hygroscopic flares currently in use, the nano material represents a promising frontier in rain enhancement technology.

These trials, conducted in diverse atmospheric conditions both within the UAE and the United States, underscore the UAE’s unwavering commitment to pioneering sustainable solutions to address the pressing challenges of water scarcity.
