UAE Labor Law Amended: Higher Penalties for Hiring Visitors
Recent UAE Labour Law rules severely penalise employers who bring in workers on visitation visas but do not provide job prospects. Fines ranging from 100,000 to 1 million will be applied under the new legislation for infractions such recruiting individuals without the necessary authorisation or failing to give them employment once they are brought to the UAE. Compared to the prior fines of Dh50,000 and Dh200,000, this is a huge rise.
Government’s attitude towards workers
The revisions, according to Ali Saeed Al Gabi, head of ECH Digital, show how seriously the government takes the enforcement of labour laws. The heavier fines are intended to discourage travellers from obtaining residency and employment licenses by making it harder for them to turn in their tourist permits when they expire.
Common exploitation methods
It is not customary for some employers to chase visitors. After the arrival visa expires, workers must continue to work under the principle that they may be granted legal residency and a work permit. This practice often puts workers in dangerous situations where they are not paid for their labor.
For example, South African Kien Foudy experienced this firsthand. Tupac arrived in December 2023 hoping to find work. His employer said he would have to work on a visit visa, which he promised when an employment verification was carried out after his visit visa expired. However, Foudy was hired in March 2024 and owed $1,500 by the time he got on the plane. His experience often mirrors the challenges faced by many workers in similar situations.
Government regulations and legal advice
Working under a visit or tourist visa is prohibited, the UAE government said on its official website. Legal employment in the UAE requires a concession in the form of the Ministry of Human Resources and Immigration (MOHRE). Owners are strongly advised against allowing visitors to work illegally as non-compliance with these conditions can have significant legal and financial consequences.

The increased fines and possible criminal proceedings are aimed at deterring workers from violating labor laws. These changes are intended to better protect employees and ensure fair treatment.

Hussain explains that the new laws improve labor protection by imposing higher fines on employers and guaranteeing wages in the wake of the dispute.
