UAE Joins IAEA’s Response and Assistance Network for Nuclear Emergencies
Abu Dhabi [UAE], March 19: United Arab Emirates (UAE) has officially joined the Response and Assistance Network (RANET), an international network established by the International Atomic Energy Agency (IAEA) to provide assistance to countries in the event of a nuclear or radiological emergency. This significant development underscores the UAE’s commitment to global nuclear safety and emergency preparedness.
RANET, founded in 2000, comprises 43 countries, each contributing specialized capabilities in various critical areas such as medical support, radiation survey, and technical assistance. With the UAE’s registration in RANET, its capabilities are now accessible to any IAEA Member State seeking assistance during a nuclear or radiological emergency, subject to the UAE’s internal approval processes.
The UAE’s participation in RANET encompasses a wide range of capabilities, including radiation survey, sampling and analysis, radiological assessment and advice, medical support, and nuclear installation assessment and advice. Notably, four prominent UAE entities—Nawah Energy Company, Abu Dhabi Quality and Conformity Council, Al Dhannah Hospital, and Medinat Zayed Hospital—have also had their capabilities registered under RANET, further enhancing the country’s readiness to respond effectively to nuclear emergencies.
Christer Viktorsson, Director-General of the Federal Authority for Nuclear Regulation (FANR), emphasized the UAE’s exemplary preparedness and response standards in emergency situations. He highlighted that the UAE’s inclusion in RANET reflects the confidence of the IAEA and its Member States in the country’s capabilities, which have been cultivated through years of collaboration, workshops, and participation in various international exercises organized by the Agency.
The UAE’s collaboration with the IAEA in emergency preparedness and response extends to joint exercises, such as the hosting of the IAEA’s ConvEx-3 exercise in 2021. This exercise, involving participation from over 75 countries and 12 international organizations, served as a crucial platform for testing and enhancing global readiness to respond to nuclear and radiological emergencies.
Furthermore, the UAE has been actively engaged in international conventions related to nuclear safety and assistance. As a signatory to the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency since 1987, the UAE has demonstrated its commitment to providing and receiving assistance in the event of nuclear incidents. Additionally, the UAE participates in the Convention on Early Notification of a Nuclear Accident and Request of Assistance, further solidifying its role in global nuclear safety initiatives.
FANR, alongside its national partners, plays a pivotal role in the UAE’s emergency response framework. Designated as the UAE’s National Warning Point and Competent Authority under international conventions, FANR ensures effective coordination and implementation of response measures in the event of nuclear or radiological incidents. Since its establishment in 2009, FANR has developed, issued, and revised regulations and regulatory guides for nuclear and radiological emergency preparedness and response, aligning with its mandate to safeguard public safety and environmental protection.
FANR operates its Emergency Operations Centre, equipped with state-of-the-art facilities and personnel trained to handle various emergency scenarios. Through regular exercises and drills, FANR continuously enhances the UAE’s capacity to respond swiftly and effectively to nuclear or radiological emergencies, ensuring the safety and well-being of its citizens and residents.
In conclusion, the UAE’s membership in the IAEA’s Response and Assistance Network marks a significant milestone in the country’s journey towards enhancing global nuclear safety and emergency preparedness. By leveraging its capabilities and expertise, the UAE remains steadfast in its commitment to contributing to international efforts aimed at mitigating the risks associated with nuclear and radiological emergencies, thereby promoting global security and stability.
