UAE's 10-Year Golden Visa Program: Investors, Entrepreneurs, Property Buyers, Outstanding Students since 2019

UAE’s Exploration of Long-Term Business License Initiative

The United Arab Emirates (UAE) is actively exploring the introduction of golden and silver business licenses, potentially extending their validity periods to 10 years and five years respectively. This forward-looking initiative took center stage during a pivotal meeting convened by the Economic Integration Committee, graced by influential figures including Abdullah bin Touq Al Marri, Minister of Economy, and Thani bin Ahmed Al Zeyoudi, Minister of State for Foreign Trade, alongside other high-ranking officials.

Discussions revolved around the possibility of issuing these extended-duration business licenses “at competitive prices,” with the dual objective of bolstering government revenues and fostering an environment conducive to sustained business operations and economic expansion within the country. Notably, the committee deliberated on the prospects of introducing both 10-year golden and five-year silver business licenses, signaling a potential departure from the prevailing one-year licensing framework in the UAE.

Traditionally, business licenses in the UAE necessitate annual renewal, subjecting companies to navigate the renewal process and associated fees on an annual basis. However, recent endeavors have aimed to streamline this process, exemplified by initiatives like Dubai’s Instant License, offering businesses the convenience of obtaining licenses within minutes, particularly for activities not requiring external approvals.

This potential move is set against the backdrop of the UAE’s existing 10-year residency program, the Golden Visa, which has been in effect since 2019. Geared towards investors, entrepreneurs, property buyers, outstanding students, and professionals, the Golden Visa initiative has already underscored the UAE’s commitment to attracting and retaining top talent. The envisaged golden and silver business licenses seek to further enhance the country’s allure, fostering an environment conducive to business growth and innovation.

Abdullah bin Touq underscored the UAE’s unwavering commitment to fostering a competitive economic milieu characterized by flexibility and attractiveness to global investors and entrepreneurs. The country’s progressive economic policies and legislative framework have propelled its status as a preferred destination for businesses, evidenced by the exponential growth of the country’s business landscape, with the number of registered companies surpassing 788,000 by the end of 2023.

Raheel Ahmed, Group CEO of RAKBank, commended the prospective introduction of long-term business licenses, stressing their significance for fledgling enterprises. The extended validity periods offer a lifeline of sustainability and operational flexibility, particularly vital for small and medium-sized enterprises (SMEs) navigating the intricate economic landscape.

Moreover, the pivotal role played by the Economic Integration Committee in shaping the UAE’s business environment cannot be overstated. By championing policies aligned with international best practices and facilitating regulatory enhancements, the committee continues to bolster the country’s competitiveness and allure to investors and businesses worldwide.

Additionally, the committee’s review of efforts to regulate building material prices and address unjustified increases underscores the government’s unwavering commitment to ensuring a fair and conducive business environment. This proactive stance reflects the UAE’s dedication to fostering sustainable economic growth and prosperity for all stakeholders.
