Water scarcity is not merely a distant concern; it is a pressing challenge with far-reaching global implications. From Europe to Asia, governments and communities alike are grappling with the issue, which poses threats to international security, contributes to humanitarian crises, fuels social unrest, and even triggers armed conflicts.
What makes this issue even more concerning is its exacerbation in the era of climate change. According to the Intergovernmental Panel on Climate Change (IPCC), global warming of 2 degrees Celsius could result in an additional 800 million to three billion people experiencing heightened water scarcity. This stark reality underscores the critical need for collaborative action to ensure a sustainable future for all.
The United Arab Emirates (UAE) is directly affected by the challenge of water scarcity. Situated in a dry, arid environment, the UAE has long prioritized effective water management and has implemented cutting-edge technologies to support the sustainable use of this vital resource.
The UAE’s commitment to responsible water resource management extends to global initiatives, where it strives to play a leading role in addressing water scarcity urgently. During its hosting of COP28, the UAE emphasized the importance of water scarcity in policy debates and urged nations to accelerate actions for water security and resilience.
One significant initiative launched during COP28 is the Glasgow–Sharm el-Sheikh work programme on the Global Goal of Adaptation (GGA), which targets a significant reduction in climate-induced water scarcity and aims to enhance resilience to water-related hazards. Through the Water Action Event at COP28, the UAE focused on supporting countries worldwide in developing comprehensive national policies integrating water planning, particularly in agriculture, for transformative climate outcomes.
Additionally, COP28’s Food, Agriculture, and Water Day witnessed key announcements, new partnerships, and financial commitments dedicated to addressing global water scarcity and food security. The UAE’s release of the discussion paper ‘Ripple Effect Water Scarcity — The Hidden Threat to Global Security and Prosperity’ underscored the gravity of the situation and emphasized the imperative for international collaboration and increased investment to tackle the challenge effectively.
Building on these efforts, the UAE’s recent investment of $150 million in innovative solutions through the XPrize Water Scarcity competition exemplifies its dedication to fostering actionable strategies to support countries worldwide grappling with water scarcity. This transformative initiative seeks to ensure universal access to clean water by harnessing technological innovation.
India, too, faces unique challenges related to water scarcity. Despite being home to 18% of the world’s population, India possesses only four percent of global water resources, as per the World Bank. However, commendable steps have been taken within India to address this pressing challenge, from grassroots efforts to better manage groundwater resources to the formulation of national strategies like the National Water Policy 2020.
Given the shared concerns and interests of the UAE and India regarding water scarcity, closer collaboration between the two countries is imperative to mitigate related challenges effectively. Together, they possess the knowledge and resources to foster innovative solutions that support a water-secure future not only for their respective communities but also for partners worldwide.
In light of the escalating negative impact of water scarcity on agricultural production, joint efforts to develop solutions that ensure a more stable food supply chain are paramount. By integrating water conservation measures into agricultural policies and practices, encouraging sustainable investment endeavors, and fostering collaboration between the public and private sectors to drive innovation, the UAE and India can mitigate the impact of water scarcity and enhance food security outcomes for mutual benefit.
The urgent need for novel solutions to address the threat of water scarcity underscores the necessity for collaboration and collective action. The UAE extends an open invitation to collaborate with stakeholders in India to explore and implement transformative ideas that will secure a sustainable water future for all. Now is the time for decisive action, and together, they can ensure that water scarcity becomes not a catalyst for conflict but an impetus for unity and shared prosperity.
