Dubai Resilience Centre Launched to Enhance Crisis and Emergency Management

A new institution will be established to strengthen Dubai’s response to risks, emergencies, crises and disasters, according to a new decree issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

The decree establishing the Dubai Resilience Centre provides the new institution, which will operate under Dubai’s Supreme Committee for Crisis and Disaster Management, with the legal authority and capacity to carry out the necessary activities and transactions to fulfill its mandate.

The centre’s primary objective is to make Dubai the world’s fastest-growing city in managing various challenges, ensuring rapid recovery and effective preventive measures. It will coordinate joint efforts with relevant authorities to respond quickly to any crisis.

Key Responsibilities
The Dubai Resilience Centre, in collaboration with the Executive Committee of the Supreme Committee for Crisis and Disaster Management, is tasked with developing resilience plans, policies and strategies. The centre will measure the success of these plans and submit regular progress reports to the Supreme Committee.

The new agency will oversee a central operational platform for crisis management, foster online connections with local authorities. It will also develop partnerships with specialized organizations at the regional and international levels.

One of its key roles is to collect and analyze data to develop forecasts, plans and scenarios to help address threats, risks, emergencies, crises and disasters. It aims to implement effective response strategies and propose initiatives and programs to raise awareness about the importance of crisis preparedness and best practices for managing such situations.

The center will conduct simulations and scenario-based exercises to improve crisis preparedness, document outcomes, and submit them for approval by the Supreme Committee.

Collaboration with the center is essential

The Dubai Resilience Center proposes policies, sets performance targets, measures progress, and coordinates with other authorities to develop plans to improve crisis management systems.

The decree mandates that both government and private entities fully cooperate with the center by providing the necessary support, data, information, documents, statistics, and studies it requests to carry out its tasks.

Sheikh Mohammed, Chairman of the Supreme Council for Crisis and Disaster Management, will issue the necessary decisions to implement the provisions of this decree. Any provisions of other laws that conflict with the decree are hereby repealed.
