Abu Dhabi’s EWEC Invites Bids for 1.5GW Madinat Zayed IPP
Emirates Seeks Proposals for New Power Plant to Boost Energy Capacity with Sustainable Solutions

Abu Dhabi’s EWEC Issues RFP for 1.5GW Madinat Zayed Independent Power Producer Project
The Emirates Water and Electricity Company (EWEC), the sole procurer and supplier of water and electricity in Abu Dhabi, has issued a Request for Proposals (RFP) for the development and operation of the 1.5 gigawatts (GW) capacity Madinat Zayed Independent Power Producer (IPP) project. This RFP represents a significant step in the emirate’s strategic initiative to bolster its power generation capabilities and integrate more sustainable energy sources into its grid.
Project Overview
The Madinat Zayed IPP is set to be a pivotal project in Abu Dhabi’s energy landscape, leveraging Open-Cycle Gas Turbine (OCGT) technology. The project will be situated in the Madinat Zayed area, approximately 120 kilometers southwest of Abu Dhabi City, strategically positioned to support the emirate’s growing energy demands. This initiative is part of EWEC’s comprehensive plan to expand its infrastructure and ensure a stable and reliable energy supply for the region.
Recent RFPs and Strategic Energy Initiatives
The issuance of the RFP for the Madinat Zayed IPP follows closely on the heels of two other significant projects announced by EWEC in July: the 2.5GW Taweelah C IPP and a 400MW Battery Energy Storage System (BESS) IPP. These projects collectively underscore EWEC’s commitment to enhancing Abu Dhabi’s energy capacity through diverse and innovative energy solutions.
According to EWEC’s CEO, Othman Al Ali, the development of these flexible, gas-fired plants is essential for enabling the UAE to rapidly incorporate renewable energy sources, such as solar photovoltaic (PV) and wind, into its energy mix. This approach is aligned with the UAE’s broader energy strategy, which emphasizes increasing the share of renewable energy in the overall power generation capacity and reducing the carbon footprint of its energy sector.
Development and Ownership Structure
The Madinat Zayed IPP will be developed following the successful model of previous IPPs in Abu Dhabi. It will include a long-term power purchase agreement (PPA) with EWEC, which will provide a framework for a stable and predictable revenue stream. This project will involve the creation of a special purpose vehicle (SPV), with the Abu Dhabi government indirectly owning 60 percent of this SPV. This ownership structure reflects a well-established model of public-private partnership in the region’s energy sector, enabling efficient project financing and risk-sharing.
Timeline and Project Milestones
The RFP has set a timeline for responses, which are expected in the fourth quarter of 2024. The IPP is anticipated to begin commercial operations in the third quarter of 2027. This timeline reflects the careful planning and strategic execution required to bring large-scale power projects to fruition, ensuring that Abu Dhabi’s energy infrastructure evolves in tandem with its economic growth and development goals.
Conclusion
The RFP for the Madinat Zayed IPP is a crucial development in Abu Dhabi’s ongoing efforts to enhance its power generation capacity and incorporate a more sustainable energy mix. EWEC’s strategic focus on flexible, gas-fired plants will enable the emirate to rapidly integrate renewable energy sources, positioning Abu Dhabi as a leader in sustainable energy development. As the project progresses, it is expected to play a significant role in supporting the emirate’s energy needs, contributing to its economic growth and sustainability objectives, and ensuring a reliable energy supply for future generations.
