UAE Ministry of Economy Launches ‘Patent Hive’ to Boost Innovation

The Ministry of Economy launched the “Patent Hive” program to encourage people to file for patents, develop, and increase the number of approved patents. By reducing registration fees and speeding up the patent process, the goal is to significantly increase the number of patents registered in the United Arab Emirates. As a result, the nation would become more competitive in regional and international innovation and creativity.

Researchers and university leaders convened at a ministry-organized session to describe the program and discuss ways to support the endeavor. The event explored strategies to engage students, inventors, and research facilities through partnerships and incentives that are especially tailored to their requirements, and it highlighted the need of collaboration between the public and private sectors in achieving its goals.

Under the wise leadership of the UAE, the country has made significant progress in advancing the intellectual property (IP) sector, which plays a key role in the growth of the national economy, highlighted H.E. Abdullah Ahmed Al Saleh, Undersecretary of the Ministry of Economy. The UAE has emphasized adherence to worldwide best practices for patent paperwork and registration, fostering an environment that is conducive to intellectual property protection in a variety of domains. In order to foster innovation, research, and development, the country has started several projects.

The Patent Hive initiative is a major step in the Ministry of Economy’s attempts to foster an atmosphere that encourages creativity and innovation, according to H.E. Al Saleh.
It is designed to attract individuals with new ideas and projects from key economic sectors. We are striving to position the UAE as a global leader in the new economy, as part of the UAE 2031 vision.” The initiative aims to position the UAE among the top 15 countries in the Global Innovation Index (GII).”

The initiative is part of a broader IP ecosystem launched by the ministry early last year, in partnership with the public and private sectors. This ecosystem represents a major milestone in the UAE’s transformation towards a knowledge-based, innovation-driven economy.

The Patent Hive initiative encompasses a range of strategies designed to streamline the patent registration process. The primary goal is to reduce the time to file a patent from 42 months to six months. It also aims to increase the number of patents registered from 4,481 to 6,000 by 2026, establishing the UAE as a global hub for innovation.

To encourage innovation among students and young scholars, the initiative offers a number of incentives, including a waiving of registration fees for students and a zero-fee policy for individuals under the age of 21. These initiatives seek to promote cooperation among universities, small and medium-sized businesses (SMEs), and scientific research organizations in the United Arab Emirates.

The program also includes technical assistance and specialized training courses offered by the Ministry in collaboration with the World Intellectual Property Organization (WIPO). These programs aim to increase local staff members’ level of knowledge and raise awareness of the value of intellectual property. In order to ensure high-quality results, the program also intends to create a guide that will make it easier for the Ministry and scientific research divisions to coordinate and collaborate on projects.

To improve cooperation and coordinate efforts to accomplish the initiative’s goals, Memorandums of Understanding (MoUs) were signed with a number of universities, research institutes, and partner institutions. These accords will establish performance standards for scientific advancements and evaluate their influence on the nation’s patent registration rate.
