UAE’s New Traffic Law 2025: Enhanced License Eligibility and Suspension Procedures
Dubai: The revised traffic law for the UAE, Federal Decree-Law No. (14) of 2024 on Traffic Regulation, will come into effect on March 29, 2025. One of the biggest changes is the minimum age requirement for driving a car or light vehicle, which has been reduced from 18 to 17. In addition, the law clarifies the conditions for obtaining a driving license and the circumstances under which it may be suspended or revoked.
Procedure for obtaining a driving license
The minimum age requirement to apply for a license to drive a car or other light vehicle is 17 years (Gregorian calendar year). Age restrictions will be outlined in the administrative regulations for other vehicle categories.
The administrative regulations will specify the age limits for other vehicle categories.
It is necessary to undergo a complete medical examination approved by the licensing authority. This includes vision tests, physical and cognitive ability assessments, and, if necessary, a specialized medical examination for individuals with health concerns.
Enrolment in an RTA-approved driving institute is mandatory. The training includes theory lessons, a simulation phase, and practical on-road training under the supervision of certified instructors.
Applicants must pass a theory test covering traffic laws, road signs, and safe driving practices. The final road driving test assesses vehicle control, hazard perception and adherence to road rules.
Upon successful completion of all tests, a driving license is issued with an initial validity period in accordance with administrative regulations. The new law classifies licenses based on age, experience and vehicle type, ensuring a structured licensing system.

Conditions for suspending or revoking a driving license
If a driver is deemed medically unfit to drive due to deteriorating health conditions, the licensing authority may suspend or revoke their license. Drivers must undergo periodic health assessments based on age and medical history.
Serious traffic violations, including excessive speeding, reckless driving, driving under the influence (DUI), or causing fatal accidents, can result in immediate suspension. Repeat offenders may be permanently disqualified from holding a driving licence.
The UAE’s black points system continues to monitor driver behavior.Exceeding the specified limit limits can result in a temporary or permanent suspension.
A driver’s license must be renewed on time to remain valid. Failure to renew within the specified time frame will result in the driver having to reapply and take the tests again.
If a driver is found to be a danger to public safety, the Traffic Control Authority, in conjunction with the licensing authority, may suspend their license indefinitely.
Re-evaluation and Rehabilitation for Suspended Drivers
Individuals whose licenses are suspended will be subject to a structured review and rehabilitation program under administrative regulations. This will require offenders to complete road safety instruction, high-risk drivers to undergo psychological or medical assessments, and require probationary driving restrictions before being fully reinstated.
Improved driving standards, increased road safety, and a well-organized and open licensing system are the goals of the UAE’s 2025 Traffic Law. Strict qualification requirements, organized training courses, and clear suspension policies are all implemented by the UAE to further its commitment to reducing traffic accidents and maintaining public safety.
