India-UAE-Israel Food Corridor: A Transformative Initiative for Food Security and Trade Expansion
The proposed India-UAE food corridor has recently expanded its framework to include Israel as a third partner, with discussions indicating potential involvement from the United States in the future. This collaboration builds on the historic I2U2 virtual summit held in July 2022, which united leaders from India, Israel, the UAE, and the U.S. to foster joint investments in critical sectors such as food, water, energy, transportation, health, and space.
Strategic Importance of the Food Corridor The establishment of this complex tri-nation food corridor is significant, as it requires unwavering commitment and cooperation among all partners and associated stakeholders. It holds the promise of enhancing food security for India, the UAE, and Israel, while serving as a prototype for similar initiatives worldwide. The U.S. aims to strengthen its strategic presence in Asia through its participation in this project, recognizing the geopolitical and economic implications of such a collaboration.
India’s Aspirations in Agriculture
India is putting a lot of effort into achieving its goal of becoming the main source of food for West Asia and beyond. India exported $53.1 billion worth of agricultural products in the fiscal year 2022–2023, with commerce with West Asia accounting for a sizable amount of this total. Cereals, sugar, fruits, vegetables, tea, meat, and seafood were among the many notable agricultural exports to the United Arab Emirates. Over the past year, India has seen a significant increase in its exports of fresh fruits, processed vegetables, basmati rice, bananas, lentils, fresh eggs, saffron, and mangoes. India is currently the eighth-largest exporter of agri-based products worldwide.
To achieve its goals, India must focus on increasing agricultural yields while effectively managing its water resources. The partnership with Israel in agri-tech plays a crucial role in supporting these efforts. Israel has contributed to the establishment of over two dozen agricultural centers of excellence in India, where technology transfer and best agricultural practices are emphasized. In 2019 alone, approximately 150,000 Indian farmers received training through these centers, highlighting the transformative impact of Israeli agricultural companies on Indian farming and water management practices.
Transforming Trade Dynamics
The proposed food corridor has the potential to significantly alter India’s foreign trade dynamics, particularly given its ongoing trade deficits with many of its top partners. Currently, India has trade deficits with nine out of its ten largest trading partners, with China being the most significant, resulting in an $85 billion deficit for the 2023-24 fiscal year. In contrast, India enjoys a trade surplus of $36.74 billion with the U.S., its second-largest trading partner, where total trade reached $118.28 billion. The UAE stands as India’s third-largest trading partner, with total trade valued at $83.6 billion last year.
The successful implementation of the food corridor could change these trade dynamics by creating new opportunities and increasing agricultural trade between India and the UAE, effectively transforming the economic landscape for all involved parties.
Recent Developments
Recently, India and the UAE held their second meeting of the joint committee established under the Comprehensive Economic Partnership Agreement (CEPA). An official statement from India’s commerce and industry ministry indicated that both countries are on track to achieve a significant milestone of $100 million in non-oil trade by 2030. This optimistic projection does not account for the potential fallout from the food corridor, which could provide a more reliable and diversified food source for the UAE, thereby enhancing India’s food processing capabilities and ensuring the availability of high-quality products for the UAE market.
Economic and Food Security Initiatives
The food corridor is part of a broader $7 billion food security initiative signed on February 18, 2022, during the CEPA discussions. This initiative is designed to facilitate direct connections between Indian farms and UAE ports, creating a streamlined food production value chain. The economic rationale behind the corridor is compelling; India is a leading exporter of agricultural products, while the UAE meets nearly 90% of its food demand through imports. The corridor has the potential to triple the volume of food and agricultural products traded between the two nations.
Future Challenges and Opportunities
However, to realize the full potential of the proposed food corridor, the partners must act swiftly to operationalize the project by 2030. This timely execution will open avenues for new business partnerships and create a robust regional food supply chain. The UAE has expressed intentions to invest over $2 billion by 2027 to develop food parks and processing facilities in India. This initiative stands to benefit Indian farmers significantly while addressing food security challenges in the region by establishing a reliable food supply network.
The corridor could also provide an alternative to existing global supply chains, enhancing resilience against disruptions. Despite the UAE’s initial promise to invest in food parks in India back in 2018, progress has been slow. A working group comprising representatives from the central and state governments and UAE officials is responsible for overseeing the establishment of these food parks. However, concerns have been raised about the group’s pace and efficiency in achieving the intended goals, highlighting the need for renewed focus and expedited efforts to capitalize on this strategic opportunity.
