Dubai’s New Dh3.7 Billion Five-Year Internal Roads Plan to Boost Infrastructure and Connectivity

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has given the green light to a comprehensive five-year internal roads plan (2025-2029) with a budget of Dh3.7 billion. Announced by the Roads and Transport Authority (RTA), this strategic plan will deliver 634 kilometers of new roads across 12 key residential, commercial, and industrial areas to support Dubai’s expanding infrastructure needs.

Infrastructure Development Aligned with Dubai’s Growth

This ambitious project includes 21 development initiatives that aim to improve road accessibility and ease of movement across Dubai. The plan aligns with Sheikh Mohammed’s vision of advancing infrastructure to accommodate Dubai’s growing population and urban expansion, while enhancing quality of life and happiness for its residents.

Key Areas Targeted for Development

According to Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors at RTA, the Five-Year Internal Roads Development Plan targets neighborhoods with urbanization rates between 30% and 80%. Here’s a breakdown of the annual construction goals:

  • 2025: Road construction in Nad El Sheba 3 and Al Amardi, with a focus on the Mohammed bin Rashid Housing Establishment project, providing access to 482 housing units. Additional internal roads will be built in Hatta, supporting a similar housing project with 100 units.
  • 2026: Plans for 92 kilometers of internal roads in Nadd Hessa and Al Awir 1.
  • 2027: Development of 45 kilometers of new roads in Al Athbah, Mushrif, and Hatta, and another 14 kilometers in Warsan 3’s industrial area.
  • 2028: The largest segment, covering 284 kilometers, will serve Al Awir 1, Wadi Al Amardi, and Hind 3, including 221 kilometers in Al Awir 1, 22 kilometers in Wadi Al Amardi, and 41 kilometers in Hind 3.
  • 2029: The final year of the plan will add 200 kilometers of internal roads across Hind 4 and Al Yalayis 5, with 39 kilometers designated for Hind 4 and 161 kilometers for Al Yalayis 5.

RTA’s Commitment to Improved Access and Safety

Al Tayer emphasized that RTA’s initiatives focus on ensuring smooth, safe access for residents and visitors to various areas of Dubai. RTA’s record reflects significant progress, with over 6,000 kilometers of internal roads completed across residential and industrial zones as of last year.

Continuous Progress in Internal Roads Development

Since 2011, RTA has paved internal roads in 28 areas, with the recent completion of 83 kilometers across 17 zones in 2023 and 2024. Key neighborhoods receiving these upgrades include Al Warqa 4, Al Qusais Industrial, Margham, Lehbab, Al Lisaili, and multiple sections of Hatta.

Ongoing work continues in Jebel Ali Industrial, Nazwa, Al Khawaneej 2 (Tolerance District), Al Warqa, Nad Al Sheba 1, and Al Awir, demonstrating Dubai’s commitment to developing essential infrastructure.

This comprehensive internal roads plan is expected to significantly improve the daily commutes and overall quality of life for Dubai residents, reinforcing the city’s readiness for continued growth and urbanization.
