To modernize the legal system in the United Arab Emirates, the Cabinet of the United Arab Emirates has adopted extensive laws to regulate the legal profession and consulting services.
The recently approved law, according to Khaleej Times, is the first official framework to standardize the practices of legal experts nationwide and govern legal consulting firms.

With this significant reform, the previously unregulated legal consulting industry now has official oversight. The law offers extensive guidelines for licensing foreign law firms and legal consulting offices in order to guarantee their adherence to UAE national laws and foster international legal cooperation.

In order to promote accountability and transparency, the law also modifies the licensing requirements and processes for lawyers, enhancing their rights and obligations. These reforms are expected to foster a more ethical and professional atmosphere within the legal community and increase trust between lawyers and their clients.

New requirements for the registration of legal researchers, consultants and representatives employed by law firms have also been established under the regulation. It strengthens the professional credibility of the industry by ensuring that anyone providing legal services in the UAE is duly accredited and recognized.

Importantly, the Cabinet has introduced updated rules for updating entries in the Lawyers’ Register. Legal practitioners are now required to participate in relevant training programmes, seminars or educational conferences as part of their license renewal process. The move is designed to encourage continuous professional development and keep lawyers informed about the latest legal developments.

For aspiring lawyers, the new law simplifies the registration process for trainee positions and introduces formal training programmes to prepare candidates for legal work – which is expected to raise the standard of future legal professionals in the country.

Crucially, the regulation sets a legal foundation for the establishment of law firms and consultancy businesses, allowing them to operate as partnerships, limited liability companies (LLCs), or sole proprietorships. It outlines the essential elements required for company formation, license issuance, and management standards.

To prevent conflicts of interest, the legislation prohibits legal professionals from partnering with or being employed by more than one firm. It also includes rules regarding partner suspensions or death, and mandates that all partners must hold valid legal licenses.

Overall, this landmark legislation reflects the UAE’s commitment to advancing its legal infrastructure in alignment with international best practices, ensuring robust governance, ethical conduct, and sustainable growth in the legal services sector.
