UAE: Energy Ministry drafts laws to boost hydrogen sustainability

UAE Develops New Hydrogen Laws in Collaboration with IPHE to Boost Sustainability
Abu Dhabi [UAE], January 16: Suhail bin Mohammed Al Mazrouei, Minister of Energy and Infrastructure, announced that the ministry is currently developing new laws and policies, in collaboration with the International Partnership for Hydrogen and Fuel Cells in the Economy (IPHE), to support the sustainability of hydrogen production.
All IPHE member states are expected to embrace these regulations, which the UAE will also apply to promote hydrogen as a future fuel.
During Abu Dhabi viability Week 2025, Al Mazrouei told the Emirates News Agency (WAM) that the legislative efforts with IPHE are meant to give a roadmap and clear regulations to ensure the long-term viability of the hydrogen industry.
He also emphasized how ADNOC and Masdar have allowed the UAE to have a significant presence in the Hydrogen Council.
With a goal of producing 1.4 million metric tons of low-carbon hydrogen annually by 2031, the UAE has developed a roadmap, he added. “We are working with global partners to develop sustainable and supportive laws for the hydrogen sector.” The roadmap calls for extensive regulations in the areas of production, transportation, and other areas in order to establish the United Arab Emirates as a major producer and exporter of low-carbon hydrogen energy worldwide.

Al Mazrouei noted that there has been a significant reduction in hydrogen production costs, which have decreased by 40 to 50 percent, from USD 10 per kilogram to $5-6, which improves the sustainability of the sector and production processes.
