UAE Introduces New Grading System to Elevate Higher Education Standards

The United Arab Emirates (UAE) has launched a new grading system for its universities, aiming to elevate educational standards and enhance the global competitiveness of its institutions. This initiative encompasses both public and private higher education institutions, with assessments based on various performance indicators such as teaching quality, student life, employability, scientific research, and international collaboration.

Objectives and Framework

Dr. Mohammad Al Mualla, undersecretary for Higher Education Academic Affairs at the Ministry of Education, emphasized that the goal is for all universities in the UAE to compete internationally. “The ultimate aim is to have our universities competing internationally, [not just] one or two institutions but for the whole sector to raise their standards,” he said. By publicly sharing the results and detailed feedback with universities, the initiative aims to help institutions identify areas for improvement, with the Ministry providing support to enhance their performance.

The grading methodology, developed over six years with input from global education experts and organizations like Times Higher Education and Quacquarelli Symonds (QS), categorizes universities into two primary types: research and non-research institutions. These are further divided into four performance clusters, with group one representing the highest-performing institutions and group four the lowest.

Initial Assessment Results

The first cluster ratings for research universities have been revealed, with the top-performing institutions in group one including:

  1. American University of Sharjah
  2. United Arab Emirates University
  3. Khalifa University
  4. Mohammed bin Rashid University of Medicine and Health Sciences
  5. New York University Abu Dhabi

These universities have excelled or exceeded expectations across most performance indicators. Dr. Al Mualla explained that this classification system provides transparency for students and parents, enabling them to make informed decisions based on how institutions perform in various areas.

Assessment Criteria

In the initial phase, universities were evaluated on four primary areas:

  1. Research and Innovation (35%)
  2. Teaching Quality and Student Life (35%)
  3. Employment and Labour Market Alignment (20%)
  4. International Collaboration (10%)

The assessment criteria for non-research universities will be announced in the second phase of the program.

Impact and Future Prospects

Being placed in the top cluster is expected to significantly boost a university’s appeal. Fabio Piano, vice chancellor of New York University (NYU) Abu Dhabi, highlighted that this recognition enhances NYU Abu Dhabi’s local and global reputation, making it more attractive to top students, faculty, and staff, and fostering more international collaborations. “This recognition in the outstanding category boosts NYU Abu Dhabi’s local and global reputation, enhances its attractiveness to top students, faculty and staff, and draws more international collaborations, thus enhancing its global impact and competitiveness,” said Mr. Piano.

He also noted that the university’s high ranking affirms its global reputation for academic excellence, which helps attract top talent and strengthens its position as a prestigious institution. The university’s academic reputation, research output, international outlook, state-of-the-art facilities, and the high employability of its graduates were key factors in its top-tier placement.

The UAE’s new grading system for universities marks a significant step towards raising the standards of higher education in the country. By providing clear and transparent performance metrics, the initiative aims to drive continuous improvement across all institutions, ultimately fostering a more competitive and globally recognized higher education sector in the UAE.
