India, Sri Lanka, and UAE Unite to Build Strategic Energy Hub in Trincomalee

India, Sri Lanka and the United Arab Emirates (UAE) have signed an agreement to jointly establish a major energy hub in Trincomalee, on Sri Lanka’s east coast.

The agreement, one of seven signed during Indian Prime Minister Narendra Modi’s official visit to Colombo, marks a historic collaboration – the first joint energy initiative between India and the UAE in South Asia.

Strategic Partnership and Vision

The memorandum of understanding (MoU) focuses on transforming Trincomalee into a major energy infrastructure hub. The project includes plans for a multi-product pipeline and the further development of the World War II-era oil tank farm, already partially managed by Lanka IOC, the Sri Lankan subsidiary of Indian Oil Corporation (IOC).

Khaled Nasser AlAmeri, UAE Ambassador to Sri Lanka, attended the signing event, demonstrating the Emiratis’ strong commitment to the effort. India’s Foreign Secretary, Vikram Misri, emphasized the UAE’s strategic importance as a reliable energy partner, emphasizing that this trilateral project is a pioneering collaboration in the region.

Next Steps and Business Involvement

The specifics of the UAE’s role will be determined through upcoming business-to-business negotiations. The three countries will nominate companies to explore the financial and technical feasibility of various energy infrastructure initiatives, including the proposed pipeline and expanded use of the tank farm.

This agreement builds on prior efforts by India and Sri Lanka to modernize the Trincomalee facility. In 2022, the Sri Lankan government, Lanka IOC, and the Ceylon Petroleum Corporation (CPC) signed agreements to rehabilitate the 850-acre tank farm area through a joint venture.

Strategic Response to Regional Developments

The trilateral agreement also acts as a strategic response to China’s expanding influence in the region, especially in light of Sinopec’s $3.2 billion oil refinery venture in Hambantota. By incorporating the UAE, India increases its geopolitical and economic position in the Indian Ocean region.

Energy Security and Economic Impact

According to Misri, the agreement is projected to improve Sri Lanka’s energy security by ensuring a consistent supply of affordable energy while also creating a possible revenue stream through energy export. The hub is expected to play an important role in regional energy trade, supporting India’s larger goal of developing cross-border energy infrastructure with neighboring countries such as Bangladesh, Nepal, and Bhutan.

India has already funded various energy projects in the region, such as cross-border pipelines and hydropower development. The Trincomalee energy hub is now a major initiative in this approach, with trilateral cooperation creating new opportunities for energy diplomacy and regional prosperity.
