Sheikh Mohammed issues New Public Health Law to Improve Dubai’s Safety and Well-being
His Highness Sheikh Mohammed bin Rashid Al Maktoum, the ruler of Dubai, has passed Law No. (5) of 2025, a comprehensive public health framework designed to enhance the environment and community’s quality of life. To improve the general standard of living in the emirate, the law places a high priority on sustainable practices, food and product safety, healthcare, and illness prevention.
The law’s emphasis on reducing health risks by using evidence-based procedures that comply with national and international health standards is one of its main features. In order to better plan for and respond to public health emergencies, it also seeks to increase collaboration between the public and private sectors. The law aims to create a more sustainable environment and a healthier community by raising public knowledge and fostering shared responsibility, which will increase Dubai’s competitiveness in the public health sector globally.
The law outlines the roles of various local authorities in managing communicable diseases.Enforcing health regulations is the responsibility of the Dubai Municipality, Dubai Environment and Climate Change Authority, and Dubai Health Authority. Both public and private healthcare providers are required to abide by these rules and collaborate with the appropriate authorities.
The law requires people who are infected or suspected of having infectious diseases to adhere to procedures to prevent disease transmission and to have their movement restricted. People who are infected are not allowed to hide their illness and are required to abide by the preventive measures prescribed by medical professionals. At Dubai’s entrance points, visitors must also adhere to health precautions like mask wearing and physical distance.
Additionally, the law clearly outlines who is responsible for environmental health, labor accommodations, tobacco control, pest management, food safety, and consumer goods regulation. The Dubai Health Authority is essential in handling medical crises and emergencies, facilitating cooperation between public and private organizations to exchange information and successfully carry out preventative actions.
Ninety days after it is published, this new public health law will take effect, replacing earlier laws.
